Repeals and replaces sections 578.501, 578.502, and 578.503 of Missouri law regarding unlawful funeral picketing, naming the law "Spc. Edward Lee Myers' Law"

Makes it unlawful to engage in picketing or protest activities from two hours prior through two hours following the commencement of a funeral

Establishes violation as a class B misdemeanor for first offense and class A misdemeanor for subsequent offenses

Allows plaintiffs in emotional distress lawsuits related to funeral picketing violations to recover damages without proving physical manifestation of injury

Includes severability clause stating that if any provision is declared invalid or unconstitutional, the remaining portions shall remain in full force and effect
