Changes the recount threshold for candidates and ballot questions defeated by less than one-half of one percent of votes cast (previously one percent for certain multi-seat elections).

Adds automatic recount eligibility for any primary election, election contest, or ballot question decided by two votes or less, regardless of percentage margin.

Requires the Secretary of State to authorize and conduct recounts for state-level elections within twenty days of receiving a recount request filed within seven days of election certification.

Specifies that recounts are conducted by election authorities under Secretary of State supervision, with appointed disinterested registered voters from both the contestant and opponent's submitted lists serving as observers and assistants.

Defines "recount" as one additional complete counting of all votes cast for the contested office or ballot question.
