Scrap metal operators may acquire motor vehicles or parts that are ten years old or older without obtaining the original certificate of title, salvage certificate, or junking certificate from the seller.

For vehicles ten years old or older, scrap metal operators may submit a copy of the seller's state identification along with a bill of sale to the department of revenue instead of the original title documents.

The requirement to obtain original title documents remains mandatory for scrap metal operators acquiring vehicles or parts less than ten years old, unless the seller is a licensed salvage operator.

Scrap metal operators must maintain records for three years of seller information, license numbers, purchase dates, and vehicle identification numbers for inspection purposes.
