Establishes the Missouri State Park Board as a nine-member advisory body housed in the Department of Natural Resources' Division of State Parks, with members appointed by the governor with senate confirmation and serving staggered three-year terms.

Grants the board sole responsibility for managing the historical marker program and requires public hearings and board majority approval before the state can erect, modify, or remove any military monuments, memorials, markers, or veterans' grave markers on state lands.

Requires 60 days' advance notice in the Missouri Register and two weeks of local newspaper publication before any public hearing on modifications to registered military monuments or memorials.

Makes it a Class A misdemeanor to knowingly remove, deface, or destroy any registered military monument, memorial, marker, or veterans' grave marker without approval from the general assembly or the state park board.

Funds the historical marker program and registry exclusively through registration and annual fees, prohibiting use of state park earnings fund or constitutionally dedicated funds.
