Establishes the "Capital Green Program" to fund weatherization, energy efficiency improvements, and renewable energy pilots (geothermal, wind, solar, and river turbine generators) for the Missouri state capitol building and governor's mansion, with surplus energy potentially powering other state buildings.

Creates a dedicated "Capital Green Program Fund" in the state treasury consisting of annual general revenue appropriations and donations, with unspent funds carried forward between biennia and interest credited to the fund.

Enacts the "Homeowners' Solar Rights Act" prohibiting homeowners' associations, common interest communities, and condominium associations from adopting bylaws or deed restrictions that prohibit solar energy system installation on residential buildings under 30 feet in height.

Requires associations to adopt an energy policy statement within 120 days of receiving a solar installation request and process applications within 90 days, with violating entities liable for actual and consequential damages plus attorney's fees to prevailing parties.

Establishes "The Renewable Energy Pilot Program for State Parks" requiring the Department of Natural Resources to develop and implement a pilot program using renewable energy to operate a state park by August 28, 2013, with a goal of 100 percent renewable energy use and completion by August 28, 2018.
