Establishes new ethics restrictions on state legislators and statewide elected officials, including a two-year post-employment ban on serving as a registered lobbyist and prohibition on soliciting lobbyist positions while in office.

Prohibits members of the general assembly from accepting gifts from lobbyists and bans state representatives and senators from serving as paid political consultants for other elected officials or campaign committees.

Creates campaign contribution limits for state candidates: $2,000 for statewide offices, $1,000 for state senate, $500 for state representatives, with limits adjusted annually for inflation starting in 2013.

Expands financial disclosure requirements to include members of the general assembly receiving political consulting compensation, real estate transactions exceeding $1,000, liabilities exceeding $10,000, and future employment agreements.

Changes the Missouri ethics commission investigation threshold from unanimous to majority vote, upgrades obstruction of ethics investigations from a class A misdemeanor to a class D felony, and adds transparency requirements for 501(c)(4) organizations making campaign contributions.
