Adds "diagnosing, counseling, preventing, and ameliorating of mental, emotional, and behavioral disorders" to the definition of professional counseling services under Missouri law.

Requires applicants for licensure as professional counselors to complete a minimum of three hours of graduate-level coursework in diagnostic systems either in their degree curriculum or as post-master's coursework, effective August 28, 2007.

Requires any person rendering a diagnosis who was licensed before August 28, 2007 and did not complete diagnostic coursework to provide evidence of completion of a three-hour course in diagnosis and assessment of persons with mental and emotional disorders by August 28, 2014.

Directs the committee to maintain a public list of licensees who have complied with diagnostic coursework requirements.

Allows provisional and full licensing pathways for out-of-state professional counselors meeting specified criteria, including AASCB approval, National Board for Certified Counselors certification, or substantially equivalent state requirements.
