Prohibits all drivers from sending, reading, or writing text messages or electronic messages while operating a moving motor vehicle, unless using voice-recognition hands-free technology.

Exempts authorized emergency vehicles and drivers using hand-held devices to report illegal activity, summon emergency help, prevent injury, or relay information via permanently affixed transit/for-hire dispatcher devices.

Does not restrict making or taking telephone calls, or using permanently embedded vehicle communication systems, GPS devices, voice-operated technology, or amateur radio transmitters.

Classifies violations as infractions and moving violations for point assessment purposes under Missouri traffic law.

Preempts all local laws, ordinances, and regulations by counties, municipalities, or other political subdivisions regarding hand-held electronic device use while driving.
