Increases the excursion gambling boat admission fee from two dollars to three dollars per person.

Allocates one dollar of the three-dollar fee to the gaming commission fund, one dollar to the veterans commission fund, and one dollar to the home dock city or county.

Requires that veterans commission fund moneys cannot be diverted, transferred, or allocated to any other purpose or fund.

Maintains existing provisions allowing licensees to charge additional amounts for admission tickets and requiring fees on complimentary passes issued to non-employees.
