Repeals sections 290.210 through 290.340 (Missouri's prevailing wage law) and replaces them with a single provision prohibiting prevailing wage payments except for federally-funded projects and services provided to the federal government.

Creates new section 290.342 establishing that no person in Missouri shall be paid a prevailing hourly wage, with exemptions only for federal projects and federal government services.

Removes requirements for public bodies to determine and enforce prevailing wage rates, wage posting requirements, recordkeeping obligations, and penalties for prevailing wage violations that previously applied to public works projects.

Eliminates protections for workers on public works projects including the right to sue for unpaid prevailing wages (double damages) and restrictions on contractors who violate prevailing wage requirements.

Makes conforming changes to sections 8.683, 34.217, 65.230, 89.410, 177.088, 285.500, 292.630, 393.715, 407.828, 407.1047, 516.130, and 630.546 to remove references to prevailing wage requirements previously mandated in those areas.
