Commissioner of the Office of Administration must develop and implement a statewide system within six months of August 28, 2012, allowing all state agencies and departments to accept credit card, debit card, and other electronic payments at no additional fee to the state.

Creates the "Missouri Revolving Information Technology Trust Fund" in the state treasury to hold moneys transferred by state agencies for information technology expenses related to equipment, software, and systems.

Funds in the Missouri Revolving Information Technology Trust Fund do not revert to the general revenue fund at the end of the biennium and any interest earned shall be credited back to the fund.

County health center funds must be paid out only through electronic funds transfer systems in amounts approved by the board of health center trustees, or alternatively through warrants drawn by the board treasurer on authenticated vouchers.
