Repeals and re-enacts section 205.042, RSMo, regarding county health center trustee operations.

Requires funds from county health centers to be paid out only through electronic funds transfer systems in amounts approved by the board of trustees or through warrants drawn by the board treasurer on authenticated vouchers.

Maintains existing requirements that board trustees organize with elected chairman, secretary, and treasurer within ten days of appointment or election.

Preserves trustee compensation restrictions, limiting reimbursement to actual personal expenses incurred, which must be itemized, sworn under oath, and approved by affirmative vote of all trustees present.

Retains board authority over bylaws, facility supervision, personnel management, monthly meetings with three-member quorum, annual tax levy determinations, and contracting with governmental and private entities.
