Allows veterans to apply for a veteran designation on their Missouri driver's license or identification card by providing a DD Form 214 discharge document showing "honorable" or "general under honorable conditions" discharge status.

Requires veterans to pay the standard driver's license or identification card fee to obtain the veteran designation.

Permits veterans with unexpired licenses to obtain a duplicate license with the veteran designation by paying the duplicate license fee ($15 for commercial drivers, $7.50 for others).

Authorizes the Department of Revenue to determine the placement of the veteran designation on licenses and identification cards and to promulgate rules for administration of this program.

Modifies Section 302.185 to allow duplicate licenses to be issued when a veteran seeks a veteran designation prior to license expiration, not just when a license is lost or destroyed.
