Establishes procedures for circuit courts to order maintenance plans for private roads used by multiple homeowners, with costs apportioned among benefitted homeowners as agreed or as ordered by the court.

Expands real estate appraiser licensing to include six individual classifications (trainee and full licensure levels for state-licensed and state-certified appraisers) and creates new licensure category for appraisal management companies.

Requires appraisal management companies to register with the Missouri Real Estate Appraisers Commission, maintain a $20,000 surety bond, verify appraiser credentials, and conduct quality control reviews of appraisals.

Prohibits appraisal management companies and their employees from influencing appraisals through coercion, predetermined valuations, contingent fees, or threats to withhold payment or future business.

Adds grounds for disciplinary action against appraisers and appraisal management companies, including influencing appraisal development, mortgage fraud, and improper conduct; establishes penalties including suspension, revocation, and civil fines up to $2,500 per violation.
