Establishes veterans treatment courts as an alternative judicial option for cases involving military veterans or current service members with substance abuse or mental illness issues.

Veterans treatment courts shall combine judicial supervision, drug testing, and substance abuse and mental health treatment for eligible participants.

Treatment referrals must be made through Department of Defense health care, Veterans Administration, or certified community-based programs, unless no appropriate certified program exists in the same county.

Upon successful completion of a veterans treatment court program, charges, petitions, or penalties may be dismissed, reduced, or modified, but only once per participant.

Allows drug court commissioners to serve in counties other than where they are appointed upon agreement by the presiding judge and assignment by the supreme court.
