Law enforcement officers and government agency officials may authorize towing of abandoned property from highways and other locations under specified conditions, including after 10 hours on urbanized interstate highways or 24 hours on rural interstates.

Nonvehicular personal property (items not attached to or required for vehicle operation) must be released to the vehicle owner or authorized representative regardless of payment arrangements for towing and storage fees.

Towing companies must provide an itemized written receipt for contents within 10 days of receiving a vehicle and are strictly liable for the condition and safe return of nonvehicular personal property.

Commercial motor vehicles not transporting hazardous materials may only be towed to a place of safety, allowing owners reasonable opportunity to contact their own towing company of choice.

Establishes definitions for "authorized representative" (party authorized by owner through marital interest or notarized writing), "nonvehicular personal property," and "vehicular property" to clarify what items must be released separately from the vehicle itself.
