Repeals and reenacts sections 137.1018 and 304.022 of Missouri law relating to transportation.

Modifies the freight line company tax credit program to expire on August 28, 2020, and terminates the section on September 1, 2021.

Adds state highways and transportation commission vehicles displaying amber or amber and white lights to the definition of stationary emergency vehicles that require other drivers to yield the right-of-way.

Designates vehicles owned by the state highways and transportation commission and operated by authorized department of transportation employees as emergency vehicles when marked as emergency response or motorist assistance vehicles.

Makes violation of emergency vehicle right-of-way requirements a class A misdemeanor.
