Establishes March 30 annually as "Vietnam Veterans Day" in Missouri to honor veterans of the Vietnam Conflict with appropriate events and remembrances.

Establishes March 26 annually as "Veterans of Operation Iraq/Enduring Freedom Day" in Missouri to honor veterans who served in Operation Iraqi Freedom, Operation Enduring Freedom, Operation Desert Storm, and future military operations in Iraq and Afghanistan.

Authorizes the Adjutant General to present a Missouri National Guard Overseas Training Ribbon to Guard members who participated in training outside the continental United States for 10 or more cumulative days, with eligibility from July 11, 1984 forward.

Authorizes the Adjutant General to present a Missouri National Guard State Partnership Program Ribbon to Guard members participating in state partnership program missions to federally recognized partner countries, with eligibility from February 13, 1996 forward and bronze stars for participation in additional countries.

Authorizes the Governor, upon recommendation of the Adjutant General, to present the Order of the Minuteman Award to military or civilian individuals for exceptional meritorious service, limited to no more than five awards per calendar year and one award per person.
