Establishes a staggered five-year periodic review schedule for all state administrative rules, beginning July 1, 2015 for titles 1-6 and continuing through July 1, 2019 for titles 20 and above, with reviews repeating every five years thereafter.

Requires agencies to submit written responses within 60 days to petitions requesting adoption, amendment, or repeal of rules, including specific findings related to necessity, obsolescence, regulatory burden, and conflict with other rules.

Authorizes the Secretary of State to make nonsubstantive changes to regulations to update agency names, addresses, phone numbers, email addresses, and website information following statutory changes or executive orders.

Makes rules void and of no further effect after the first 60 legislative days of the next regular session if an agency fails to file its required review report by June 30, unless the agency corrects the delinquency within 90 days of published notice.

Requires the small business regulatory fairness board to evaluate rules affecting small business, solicit public testimony, and submit findings to the governor and general assembly regarding complaints, overlapping rules, and agency responses.
