Adds section 21.930 to Missouri law declaring that incandescent lightbulbs manufactured and remaining within Missouri borders are not subject to federal regulation under the Interstate Commerce Clause.

Defines "incandescent lightbulb" as standard incandescent or halogen bulbs for general service with 310-2,600 lumens that operate within 110-130 volts.

Requires "manufactured in this state" to mean bulbs made from Missouri materials without imported parts except generic and insignificant components.

Mandates that incandescent lightbulbs manufactured and sold under this section have "Made in Missouri" clearly stamped on them.

Allows the Missouri Attorney General to seek a federal declaratory judgment confirming the law's constitutionality upon written notice from a resident intending to manufacture such lightbulbs.
