• Allows scrap metal operators to purchase inoperable motor vehicles that are at least 10 model years old without obtaining the original certificate of title, provided they verify no security interest exists and comply with bill of sale requirements.

• Permits insurers to obtain salvage or junking certificates for vehicles currently titled in Missouri when unable to obtain negotiable titles after making at least two written attempts to contact owners.

• Exempts salvage vehicles that are 10 years or older from repair or restoration requirements when undergoing vehicle examinations to obtain certificates of ownership with "prior salvage motor vehicle" designation.

• Extends the filing deadline for aircraft mechanic liens from 30 days to 180 days after surrendering possession of the aircraft or equipment.

• Creates a new category allowing reconstructed motor vehicles manufactured 40+ years ago with a value of $3,000 or less to obtain certificates of ownership with affidavits and inspection certificates rather than full vehicle examination requirements.
