Modifies limited driving privilege eligibility by removing "seeking medical treatment" and "any other circumstance" provisions, and increases the minimum suspension period before DWI offenders can apply from 30 days to 45 days.

Adds requirement that persons with certain DWI-related license revocations must have functioning ignition interlock devices installed in vehicles as a condition of receiving limited driving privileges.

Excludes commercial motor vehicle operators and commercial driver's license holders from license reinstatement under traffic violation suspension provisions in section 302.341.

Adds new definitions to the Uniform Commercial Driver's License Act including "CDLIS driver record," "CDLIS MVR," "endorsement," "medical examiner," and "medical variance" to align with federal regulations.

Creates new section 302.768 requiring commercial driver's license applicants to certify their operation type (nonexcepted interstate, excepted interstate, nonexcepted intrastate, or excepted intrastate) and provide medical examiner certificates for nonexcepted operations, with effective date contingent on director's implementation.
