Adds section 71.692 to Missouri law, titled the "Freedom to Choose Trash Collection Services Act"

Prohibits cities, towns, or villages from contracting with mandated solid waste haulers unless approved by a majority vote of residents

Exempts cities of the third classification with 4,000-4,500 residents in counties of the first classification with 200,000-260,000 residents from the voter approval requirement

Exempts home rule cities with more than 400,000 residents located in multiple counties from the voter approval requirement

Exempts independent cities not located within a county from the voter approval requirement
