Repeals section 34.047 of Missouri Revised Statutes, which previously authorized state departments to purchase information technology products and services without going through standard procurement processes

Eliminates the authority for departments to make IT purchases up to $75,000 without competitive bidding when contracts do not exceed 12 months

Removes the exemption that allowed departments to post notice on the online bidding system instead of following full procurement procedures for information technology expenditures

Subjects all future state IT purchases to standard procurement requirements under sections 34.040 and 34.100, regardless of contract value or duration
