Repeals and reenacts section 303.025, RSMo, relating to motor vehicle financial responsibility requirements for owners and operators in Missouri.

Requires motor vehicle owners to maintain financial responsibility conforming to state law, with exceptions for inoperable or stored vehicles not in operation.

Adds new provision mandating impoundment of any motor vehicle operated by a person who fails to provide proof of financial responsibility, with release only upon providing valid proof and paying all impoundment fees.

Maintains existing penalty structure: first violation punishable by fine up to $300; second or subsequent violations punishable by up to 15 days in county jail and/or fine up to $300.

Allows courts to impose license suspension, assess points, order supervision, or for nonresidents, suspend driving privileges in Missouri and notify the nonresident's home state.
