Requires driver's license examinations in Missouri to be administered only in English so applicants can demonstrate ability to read English and understand highway traffic signs and safety warnings

Prohibits the use of spoken language interpreters for written and driving tests, with an exception for sign language interpreters for deaf or hard of hearing applicants who are otherwise qualified

Maintains existing exemptions for armed forces members, peace corps members, and their dependents to renew licenses without examination under specified conditions

Allows the director to waive practical knowledge and driving ability tests for applicants with comparable licenses from other states or reciprocal countries that have not expired more than six months prior

Requires examiners to immediately report to the director any suspected fraud or deception during the examination process
