Repeals and reenacts section 367.044, RSMo, to revise pawnbroker regulations regarding misappropriated property and identification requirements.

Requires pawnbrokers to obtain valid government-issued photo identification from sellers or pledgors that includes name, current address, date of birth, and telephone number.

Allows sellers without proper identification to provide a signed statement declaring legal ownership if pawnbroker holds property for 30 days before sale or transfer.

Establishes procedure for claimants to recover misappropriated property by providing written demand, police report, and sworn affidavit; pawnbroker must return property within 7 days unless good cause exists or hold order is in place.

Provides that either party can recover attorney fees and costs if disputes over property ownership reach court, and permits pawnbrokers to sue claimants for damages if affidavit information proves false.
