Criminalizes the unauthorized dispensing or removal of motor fuel from storage containers at residences, farms, or agricultural properties, treating it as theft of motor fuel with mandatory driver's license suspension of 60 days (first offense), 90 days (second offense), or 180 days (third or subsequent offense).

Establishes new section 537.351 defining the duty of care owed by property possessors to trespassers, limiting liability except in cases involving child trespassers on dangerous artificial conditions, consistent trespassing on limited areas with dangerous conditions, or active operations where the possessor knew of the trespasser's presence.

Upgrades trespass in the first degree from a class B misdemeanor to a class A misdemeanor.

Creates new section 575.124 making it a class B misdemeanor (or class A misdemeanor for second or subsequent violations) to threaten, use violence against, or impersonate an inspector, agent, or employee of the Department of Agriculture.

Upgrades false impersonation generally from a class B misdemeanor to a class A misdemeanor, and raises false impersonation of a law enforcement officer from a class A misdemeanor to a class C felony.
