Repeals and reenacts section 173.300, RSMo, to correct the official name of the interstate compact organization from "Educational Commission of the States" to "Education Commission of the States"

Establishes the Education Commission of the States as a seven-member commission per state (or six if legislators cannot serve), including the governor, two state legislators, and four gubernatorial appointees, with focus on broadly representing government, higher education, and educational leadership

Creates a 32-member steering committee composed of eight governors, eight legislators, and other commission members to conduct business between full commission meetings, with members serving two-year terms

Authorizes the commission to collect data on educational needs, foster research, develop education financing proposals, and make policy recommendations to state and federal officials

Requires each state to contribute to the commission's budget based on a formula accounting for state population and per capita income levels, with annual audits by qualified public accountants
