Allows juvenile court employees in multicounty circuits who become state employees to receive additional compensation from counties or cities, subject to approval by the juvenile court judge and the governing body providing the compensation.

Specifies that county contributions for additional compensation shall not apply to the county employees retirement system fund or the state employees retirement system fund.

Establishes that juvenile court employees in single-county circuits hired after July 1, 1999, shall be county employees participating in county retirement plans, while those hired before that date have options to participate in state or county retirement plans.

Requires counties to maintain annual "maintenance of effort funding" in juvenile court budgets equal to 1997 baseline costs minus state reimbursements, with funds available for detention services, facility improvements, and treatment programs.

Clarifies that juvenile court employees are not eligible to participate in the county employees' retirement system under sections 50.1000 to 50.1200, and establishes eligibility for creditable prior service in state retirement plans.
