Enacts "Spc. Edward Lee Myers' Law" to prohibit picketing or protest activities within a funeral location from one hour before through one hour after the funeral concludes.

Defines unlawful picketing of a funeral as engaging in protest activities within 500 feet of a cemetery, mortuary, church, or place of worship from two hours before through two hours after a funeral commences.

Establishes violations as a class B misdemeanor for first offense and class A misdemeanor for subsequent offenses within five years.

Allows emotional distress claims related to funeral picketing without requiring proof of physical manifestation of damages.

Declares the statute severable so that if any provision is found unconstitutional, remaining portions remain in effect.
