Prohibits employers from requiring employees to join a labor organization or refrain from joining as a condition of employment.

Prohibits employers from requiring employees to pay dues, fees, assessments, or other charges to a labor organization, or to pay equivalent amounts to charities or third parties in lieu of union dues.

Declares agreements between employers and labor organizations that violate these employee rights unlawful, null, and void.

Establishes a class C misdemeanor penalty for violations and allows injured persons to seek injunctive relief and recover damages including attorney fees.

Exempts federal employers and employees, Railway Labor Act-covered employers and employees, federal enclaves, and agreements entered into before the effective date (but applies to new agreements and renewals).
