Establishes the "Missouri Entrepreneur Resource Virtual Network (MERVN)" to be managed by Missouri small business and technology development centers using private sector funding.

Network must provide information on starting a business, expanding existing businesses, and relocating businesses to Missouri from other states or countries, with links to each section prominently displayed on the website home page.

Network shall connect Missouri entrepreneurs to state and non-state supported services and technical assistance while ensuring all listed resources meet established standards.

Centers must apply search engine optimization to achieve top search engine rankings and disclose the value and names of all private sector organizations providing funding for the network.

Centers must report to legislative committees with jurisdiction over economic development by September 30, 2012, detailing plans, progress, donations received, and expenditures related to MERVN development.
