Grants the State Board of Education authority to determine the specific date when an unaccredited school district's corporate organization will lapse, rather than automatically lapsing on June 30th of the second full school year of unaccredited status.

Allows the State Board of Education to establish terms and conditions under which the existing school district board may continue governing the district during the lapse period.

Modifies the public hearing requirement to focus on "accreditation status of the school district" rather than specifically reviewing return-to-accreditation plans or technical assistance offerings.

Preserves existing provisions allowing the State Board of Education to appoint special administrative boards, attach lapsed district territory to other districts, or establish new districts within lapsed district territory.

Maintains protections for permanent teachers of lapsed districts, requiring receiving districts to grant employment interviews when additional teachers are needed due to annexation.
