Authorizes correctional facilities to require inmates to perform hard labor up to 40 hours per week, including chain gang work and productive labor, as a rehabilitative measure and cost control strategy.

Bans specific items and services for inmates including televisions in cells, cable/satellite TV, video games, R-rated movies, explicit music or entertainment, and exercise/weight equipment rooms.

Establishes a maximum inmate account balance of $100 and permits the director to deduct compensation for crime victims' compensation fund payments and restitution for willful damage to state property.
