Establishes the "Missouri Standard Science Act" requiring all science instruction in Missouri public K-12 schools and introductory college courses to teach only "standard science" based on verified empirical data, scientific laws, and identified theories

Mandates that if biological origin theory is taught, both "biological evolution" and "biological intelligent design" must receive equal treatment in textbooks with approximately equal page counts of relevant material

Requires that all scientific theories be explicitly identified as theory when taught orally or in writing, and that unverifiable data or false theories be clearly labeled as such

Applies to new textbooks purchased after the bill's effective date; existing textbooks are grandfathered in; establishes a committee to develop supplemental intelligent design materials within two years

Requires state assessments and competency testing to conform to equal treatment standards for theories of biological origin within two years of the bill's effective date
