Exempts individuals convicted of drug possession or use felonies from the federal food stamp eligibility prohibition if they meet at least one of six specified conditions.

Eligible conditions include: actively participating in an approved substance abuse treatment program, on a waiting list for treatment, completing treatment, complying with court/probation obligations, demonstrating sobriety through paid urinalysis testing, or having more than four years elapsed since conviction.

Requires the Department of Social Services to verify eligibility through documentary or other evidence satisfactory to the department, with applicants meeting all other program eligibility factors.

Directs the Department of Social Services, in consultation with the Division of Alcohol and Drug Abuse, to establish rules defining criteria for active participation and completion of approved substance abuse treatment programs.
