Increases excursion gambling boat admission fee from $2 to $3 per person with a ticket of admission.

Allocates the fee as follows: $1 to the gaming commission fund, $1 to the veterans commission fund, and $1 to the home dock city or county.

Prohibits diversion, transfer, or allocation of veterans commission fund moneys to any other purpose or fund.

Maintains existing provisions allowing licensees to charge additional amounts for admission tickets and issue fee-free passes to officials, employees, and persons working on the boat.
