Creates the "MO Jobs Training Program" administered by the Department of Economic Development to provide training assistance to qualified companies for creating new jobs and retaining existing jobs through community colleges.

Establishes the "MO Jobs Training Joint Legislative Oversight Committee" consisting of six legislators (three senators, three House members) to report annually on assistance provided under the program by October 1st each year.

Renames and consolidates existing job training funds into the "MO Jobs Development Fund" and "MO Jobs Community College New Jobs Training Fund" and "MO Jobs Community College Job Retention Training Fund" for administering training programs.

Defines qualified companies as those offering health insurance to full-time employees while excluding gambling, retail trade, food and beverage, public utilities, educational services, religious organizations, and ethanol/biodiesel producers (with exceptions for multistate headquarters operations).

Allows community college districts to issue certificates backed by new or retained jobs tax credits at 2.5% of gross wages for the first 100 jobs and 1.5% for remaining jobs to finance training projects, with the program sunsetting July 1, 2019 unless reauthorized.
