Maintains a separate nonvoting student representative position appointed by the governor from a panel of three names submitted by student government presidents, who attends meetings but cannot vote unless converted to the student curator position.

Requires student representatives to be full-time students at the University of Missouri, U.S. citizens, Missouri residents, and enrolled during their term; position becomes vacant if student status or residency is lost.

Specifies that regular curators serve six-year terms with three members' terms expiring every two years, while student curators serve two-year terms; all curators receive expense reimbursement while attending board meetings.
