Requires that a mother whose parental rights have been terminated, or whose consent to adoption has been accepted by a court, cannot execute a voluntary acknowledgment of paternity, and allows courts to rescind amended birth certificates issued based on such acknowledgments.

Adds a new category of men whose consent to adoption is not required: those who have not provided consistent prenatal financial support to the mother and consistent payment for prenatal, natal, and postnatal medical care unless actively prevented by the mother.

Creates section 453.045 establishing that men not required to consent to adoption waive their rights to intervene in adoption or termination of parental rights proceedings unless they can establish a consistent and substantial relationship with the child, including prenatal support, medical care payments, child support, visitation, and educational assistance.

Allows a court to order the bureau of vital statistics to rescind an amended birth certificate when it was issued based on an acknowledgment of paternity from a mother whose parental rights were previously terminated or whose adoption consent was previously accepted by a court.
