Authorizes special personalized license plates for Cass County vehicles bearing the emblem and words "CASS COUNTY -- THE BURNT DISTRICT" for an annual $25 contribution plus $15 registration fee.

Distributes annual contributions as follows: 70% to public safety, 15% to the Cass County Historical Society, and 15% to the Cass County parks and recreation department.

Requires the department of revenue to receive at least 200 applications and an application fee (not to exceed $5,000) before manufacturing specialty plates.

Allows redesign of specialty plates only if the organization pays all redesign fees in advance, with members paying replacement fees to switch to new designs.

Removes previous rulemaking provisions and implements new requirements for plate design approval and implementation procedures.
