State Board of Education must promulgate rules authorizing local school boards to lease advertising space on interior and exterior of school buses.

Prohibited advertisements include obscenity, sexual material, gambling, tobacco, alcohol, political campaigns, public advocacy, religion, drug promotion, illegal activities, and content deemed harmful, discriminatory, false, misleading, age-inappropriate, or implying school district endorsement.

School bus private owners receive 10% of advertising contract revenue in exchange for leasing space on their buses to school districts.

Exterior advertisements limited to 18 inches from rear of bus and 6 inches from windows/doors; prohibited on front, rear, and driver's side; interior advertisements limited to 24 inches wide by 12 inches high above alternating windows and must contain health and safety messages only.

Revenue from advertisements placed in school bus advertising fund; 50% must offset pupil transportation fuel costs, with remaining 50% at board discretion.
