Allows political subdivisions to resubmit rejected tax or bond proposals to voters within four years of initial rejection, requiring 60% voter approval to pass during this four-year window.

Permits resubmission of rejected proposals after the four-year period expires, requiring only a simple majority (50% plus one) for approval instead of 60%.

Altered proposals with adjusted rates or purposes are not considered new proposals and remain subject to the same four-year resubmission rules and approval thresholds.

Exempts proposals from these resubmission requirements if the political subdivision has a budget need due to EPA federal mandates or gubernatorial disaster/emergency proclamations.

Effective beginning August 28, 2012.
