Authorizes the State Highways and Transportation Commission to enter into binding highway infrastructure improvement agreements to reimburse funds advanced by counties, political subdivisions, or private entities for state road construction or improvement.

Allows repayment from the state road fund in amounts, terms, interest rates, and timeframes agreed upon by the parties, with the option to assign reimbursement obligations to facilitate funding.

Permits the Commission to condition reimbursement on projected highway revenues or delay repayment if revenues fall below projections or if repayment would jeopardize federal highway funding, only if explicitly stated in the contract.

Prohibits the construction, maintenance, or operation of toll roads or toll facilities in Missouri, and explicitly forbids the Commission from funding, designing, acquiring, constructing, maintaining, reconstructing, or operating toll roads or toll facilities.
