Prohibits persons under 15 years of age from using any tanning device, defined as equipment emitting electromagnetic radiation between 200-400 nanometers wavelengths used for skin tanning.

Defines "tanning facility" as any location or business providing access to tanning devices for a fee, membership dues, or other compensation.

Makes it a Class C misdemeanor for a person under 15 to violate the prohibition or for a guardian to knowingly allow their child under 15 to use a tanning device.

Establishes a $1,000 fine per violation for tanning facilities that violate the prohibition, with each use of a tanning device constituting a separate offense.

Assigns enforcement responsibility to existing law enforcement personnel and the Missouri Department of Health and Senior Services.
