Amends Missouri child support law (section 452.340) to require the Missouri Supreme Court to establish by rule the specific language that must be included in all child support orders detailing the rights and obligations of obligor parents and children.

Maintains existing child support determination factors including child's financial needs, parental resources, standard of living, child's physical and emotional condition, custody arrangements, and work-related child care expenses.

Allows child support obligation to abate for periods exceeding 30 consecutive days when the custodial parent voluntarily relinquishes physical custody to the paying parent.

Extends child support obligations for children enrolled in secondary or post-secondary education until age 21 or completion of education, with requirements for transcript submission and academic progress (minimum 12 credit hours per semester).

Permits up to 50 percent reduction in basic child support amount for joint physical custody arrangements where children spend equal or substantially equal time with both parents.
