Requires municipalities to allow at least one street with two-way traffic to be available for commercial vehicles to access state highways, while prohibiting municipalities from restricting all streets in a municipality to passenger vehicles only.

Prohibits municipalities from adopting ordinances that deny commercial vehicle use on all streets within the municipality.

Creates new law (Section 537.293) establishing that legal use of vehicles on public streets or highways cannot constitute a public or private nuisance and prohibits civil actions based on such legal vehicle use.

Voids any court injunctions or damages awarded against individuals or businesses for public or private nuisance claims based on legally using vehicles on public streets or highways.

Preserves civil liability for compensatory damages arising from physical injury to another person, regardless of the legal use of vehicles provision.
