Requires postsecondary education institutions in Missouri to award educational credits to veteran students for military training or service that meets American Council on Education standards, effective by January 1, 2013.

Mandates health-related professional licensing boards keep active duty military members in good standing without requiring renewal fees, continuing education credits (when military duty prevents obtaining them), or other typical renewal requirements.

Extends professional licenses and certificates for active duty military members for at least six months after discharge from active duty.

Requires all professional licensing and examination boards in Missouri to accept military education, training, or service as qualifying credentials toward professional licensure or certification by January 1, 2013.

Directs the Division of Professional Registration to adopt rules implementing military credential recognition procedures for professional licensing boards.
