Repeals and replaces section 386.890 relating to net metering, creating three new sections: 8.860 on high-performance buildings, 160.2150 on school energy audits, and a revised 386.890 on net metering and easy connection.

Requires all state-funded major facility projects over 5,000 square feet to be designed and certified as meeting LEED Silver or Green Globes two-globe standard, with life cycle cost analysis required for renovation and commercial interior fit-out projects.

Mandates qualified existing state buildings over 10,000 square feet achieve a minimum Energy Star rating of 70 within specified timeframes based on initial ratings, with third-party commissioning inspections required at years 5, 10, and 15 after certification.

Requires public school districts to conduct energy audits with 20% of districts receiving professional audits annually until all are audited, establishes an Energy Audit Fund for funding audits, and creates a sunset provision requiring reauthorization after six years.

Increases net metering system capacity limit from 100 kilowatts to 250 kilowatts for customer-generators using renewable energy, allows net metering credits to carry forward to subsequent billing periods, and modifies credit expiration to end of the first quarter of each calendar year.
